Hydrogen-ready Brigalow Peaking Power Plant 

Brigalow Peaking Power Plant will be a hydrogen-ready, open cycle, natural gas power plant with a capacity of up to 400MW. Arche Energy was engaged by Tata Consulting Engineers (TCE) to progress designs developed by TCE’s team in India and make them fit-for-purpose for Australian and Queensland conditions including compliance to Australian Standards and RPEQ conformance.

The plant will provide energy security to Queenslanders and support the state’s transition to renewable energy with firming generation during peak demand periods.

Brigalow will use a blend of renewable hydrogen and natural gas to ensure crucial energy capacity support during peak demand periods. It will have an incredibly fast start-up capability with the ability to reach full power output within five minutes.

The power plant will be in CS Energy’s Kogan Clean Energy Hub in Queensland’s Western Downs, on the land and waterways of Barunggam people.

Our scope of work

  • Multi-disciplinary engineering design management and project management of the Basic Engineering Phase (30% and 60% Design Development Stages)
  • Balance of Plant (BOP) scope coordination and integration with GE Power Generation GT Packages
  • Local, national and international stakeholder engagement
  • Core engineering development and review of drawings, specialist studies and the 3D model
  • Integration of QLD Legislative and Regulatory frameworks and relevant Australian Standards in the design process
  • Safety in design reviews and workshops
  • RPEQ reviews and certification

RPEQ supervisory scope

Arche’s supervisory scope covers electrical (HV/MV electrical infrastructure, LV plant distribution and integration with NEM), civil (civil bulk earthworks and drainage), mechanical and process (NG and H2 fuel infrastructure, potable, demineralised and service water storage and distribution systems, instrument air system, nitrogen purging system), I&C, fire protection and hazardous area. 

Our team is also RPEQ supervising several specialist studies:

  • Plant Fire Protection System Studies (FMECA and Fire Safety Studies)
  • Fire and Explosion risk assessment (compliant with HIPAP and NFPA standards and guidelines)
  • Hazardous Area Classification / Vent and Dispersion modelling
  • Hydrological and Stormwater Management Studies. 

Project challenges

The Arche team has worked diligently to build strong, collaborative relationships with the core delivery team with our direct client TCE as well as with GE’s gas turbine supplier design team, the owner CS Energy, and other stakeholders. There have been logistical challenges in co-ordinating what is a very international team, which have been overcome by a willingness to remain flexible in our approach and accommodate team members dispersed across multiple time zones and location-specific challenges.
