Owner’s engineering

An owner’s engineer represents the interests of the owner of an infrastructure project. They act as the Owner’s Representative providing technical expertise, independent inspections and act as the Contract Superintendent.

An owner’s engineer provides support on:
Feasibility studies, assessing project risks, and providing input during the planning and development phase
Design review to ensure compliance with the owner’s standards, industry best practices, and regulatory requirements
Procurement including writing and releasing tenders, evaluating bids, and negotiating contracts with contractors, suppliers and consultants
Supervising the progress of the project, conducting site inspections, reviewing progress reports, and resolving any technical issues or conflicts that arise during construction
Quality assurance and control, ensuring proper testing and inspection procedures are followed, and that the delivered project meets quality standards
Identifying and mitigating project risks, assessing the impact of potential risks on project outcomes, and proposing strategies to manage or minimise them
Liaising between the owner and various stakeholders, including contractors, regulatory bodies, local authorities, affected landowners and local communities, facilitating communication and coordination among all parties.

Project management

A project manager takes on a broader scope of responsibilities than an owner’s engineer, including overall project management, team management, budgeting, scheduling, risk management, integration of project activities, and reporting.

Project managers are responsible for the overall planning, coordination, and execution of the project, leading and managing the project team, ensuring effective collaboration, assigning tasks, monitoring progress, and resolving conflicts.

A project manager is responsible for:
Budgeting, cost control, allocating resources, and scheduling project activities
Identifying and assessing project risks, developing mitigation strategies, and monitoring them
Communication and reporting, facilitating communication among stakeholders, preparing progress reports, and regularly updating the owner and stakeholders
Scope management, ensuring that all project activities are integrated, aligned with the scope, and delivered in line with quality requirements, legislation and project goals
