Olive Downs Coking Coal Complex

This facility in Queensland’s Bowen Basin is a world-class independent and large-scale producer of steelmaking coal, serving key international markets. Its owner, Pembroke Resources, brought Peter Bradnam on board in 2017 as Package Lead for the Olive Downs Coal Handling and Preparation Plant (CHPP). 

Over the next three years, he delivered to Pembroke FEED estimations and studies, managed the procurement process for a $184M EPC contract, ran the competitive tender process, and negotiated the final EPC contract.

Then, in 2025, Pembroke engaged Arche to conduct an options study on the Olive Downs facility to align with the requirements of the Australian Government’s Safeguard Mechanism. 

The Safeguard Mechanism is the Australian Government’s policy for reducing emissions at large industrial facilities. It was introduced in 2016 and updated in 2023.

Arche’s team defined the sources and quantities of Scope 1 emissions, identified options to reduce these emissions or generate ACCUs, and produced high-level estimates of costs and volume of emissions reduction. We also overlaid commercial, schedule, and operational impacts of the options.

Our final report to Pembroke Resources made recommendations around factors such as fuels, fugitive emissions, and carbon credits.
