Owners engineering and owner's engineering

An owner’s engineer represents the interests of the owner of an infrastructure project. They act as the Owner’s Representative providing technical expertise, independent inspections, and acting as the Contract Superintendent.

Arche Energy holds decades of Owner’s Engineering experience.

An Owner’s Engineer provides support on:
Feasibility studies, assessing project risks, and providing input during the planning and development phase
Design review to ensure compliance with the owner’s standards, industry best practices, and regulatory requirements
Procurement including writing and releasing tenders, evaluating bids, and negotiating contracts with contractors, suppliers and consultants
Supervising the progress of the project, conducting site inspections, reviewing progress reports, and resolving any technical issues or conflicts that arise during construction
Quality assurance and control, ensuring proper testing and inspection procedures are followed, and that the delivered project meets quality standards
Identifying and mitigating project risks, assessing the impact of potential risks on project outcomes, and proposing strategies to manage or minimise them
Liaising between the owner and various stakeholders, including contractors, regulatory bodies, local authorities, affected landowners, and local communities, facilitating communication and coordination among all parties

What is an owners engineer?

An owners engineer is an independent engineer appointed by the project owner to protect their technical and commercial interests throughout project development and delivery.

The owner’s engineering provides independent oversight. Typical responsibilities include:

  • Technical review of designs, studies, and engineering decisions.
  • Contractor oversight to monitor progress and assess whether project requirements are being met.
  • Design verification to confirm that proposed solutions align with project objectives and specifications.
  • Commissioning witness activities to observe testing and verify that systems perform as intended.

An Owner’s Engineer works for the project owner, while an EPC engineer works for the contractor delivering the project. The EPC engineer is responsible for designing and delivering the contracted works. The Owner’s Engineer provides independent engineering oversight to make sure the work meets the owner’s requirements and that key risks are managed throughout delivery.

Engineering project management services

Arche’s project management consultants provide engineering project management services across generation, storage and transmission projects, from feasibility through to handover.

The construction project management team takes on a broader scope of responsibilities than an Owner’s Engineer. The services include overall project management, which are:

  • team management,
  • integration of project activities,
  • cost management and budget control,
  • programme and schedule management,
  • contract administration,
  • stakeholder coordination,
  • risk management,
  • engineering oversight and technical assurance,
  • reporting.

Project managers are responsible for planning, coordinating, and delivering projects. Our project managers assign tasks, monitor progress, manage resources, and resolve issues to keep projects aligned with their scope, schedule, and objectives.

We support projects across renewable generation, battery energy storage systems (BESS), transmission infrastructure, and network connection projects. Explore the projects we deliver to see examples of our work across the energy sector.

A project manager is responsible for:
Budgeting, cost control, allocating resources, and scheduling project activities
Identifying and assessing project risks, developing mitigation strategies, and monitoring them
Communication and reporting, facilitating communication among stakeholders, preparing progress reports, and regularly updating the owner and stakeholders
Scope management, ensuring that all project activities are integrated, aligned with the scope, and meeting the requirements of quality standards, legislation and project goals

When to appoint an owners engineer

The most valuable time to appoint an owners engineer is before the EPC contract is signed, while the specification is still open. Independent oversight can still be valuable later, but the opportunity to influence the project becomes more limited as design, procurement, and delivery decisions are locked in.

  • Before the EPC contract is signed. This is the stage where the greatest value can be recovered because specifications, scope, and contract terms remain open to review.
  • During design review. Technical issues can still be identified and corrected before they affect construction, cost, or schedule.
  • During commissioning. Performance can still be verified before handover, although most major design and procurement decisions have already been made.

If you are unsure when to bring in an Owner’s Engineer, look at the signs you need an Owner’s Engineer and consider where independent technical oversight could add value to your project.

FAQ

1. What is an owners engineer?

An owners engineer is an independent engineer appointed by the project owner to protect their technical and commercial interests throughout project development and delivery. They provide independent oversight during design, construction, and commissioning to ensure technical, contractual, and regulatory project requirements are met and project risks are appropriately managed.

2. What is owners engineering?

Owners engineering is a professional service that provides independent technical oversight on behalf of a project owner. A typical engagement may include technical reviews, design verification, contractor oversight, commissioning support, and risk management. The outcome is greater confidence that a project is being delivered in accordance with its objectives, specifications, contractual requirements, and regulatory and technical standards.

3. What does owners engineer mean?

An owners engineer is an independent technical adviser who represents the interests of the project owner. Their role is to review designs, monitor delivery, assess technical risks, and provide assurance that a project is meeting its intended requirements throughout development and delivery.

4. What is the difference between an owners engineer and a project manager?

An owners engineer focuses on technical assurance, while a project manager focuses on delivery. Owners engineers review designs, verify technical decisions and oversee commissioning activities, whereas project managers manage scope, schedule, cost and stakeholders. Arche provides both services, and larger or more complex projects often benefit from having both roles in place.

5. What consultancies specialise in project controls for power generation?

Consultancies specialising in power generation project controls typically provide program planning, cost management, contract administration, risk management, and project reporting services. Arche supports these activities across energy projects while also providing technical oversight and advisory support through our team of energy consultants.
